The Internet is widely used in all aspects of human communications around the world. This, in turn, requires new approach to the legal practices and law regulations for online use. The legal challenges, trends and best practices, as well as legal limitations arising from the structure of the Internet and problems of attributing the national jurisdiction in the cyberspace, will be discussed at the session.

The Internet access is now one of the most prominent factor for untapping the human potential. For children and youth, access to the specialized content is a significant factor. The task of providing this content, as well as the methods to provide it, lie on the shoulders of education community, businesses, governments and parents. Meanwhile, all stakeholders should realize their responsibilities in making the Internet surfing safe for younger audience. Is identifying the risks, increasing awareness, exchanging experiences and providing resilient protection tools enough? Is it possible to create a sandbox within children-oriented top-level domains? These and other questions are to be discussed at the session.

Internet resiliency and safety of use are the two key factors affecting the ICT sector. These include technologies to protect the networks and policies that can help address security challenges in the cyberspace. Developing and maintaining national cybersecurity strategy will help all stakeholders to coordinate efforts, while ensuring smooth communication with partners worldwide. The roundtable discussions will also help look into concepts of national cybersecurity strategy and practical aspects of these concepts both in Russia and worldwide.

Today, the e- Government – online government services – increases Internet use and the number of Internet users. The government invests into these services, which further facilitates investor interest in the ICT industry. More effective communications between governments and societies, based on open government policy and “online democracy” systems increases country competitiveness as well as nurtures human potential. The roundtable attendees – representing businesses, governments, civil society and expert community – will engage in discussions on best practices for these processes, both in Russia and worldwide.

In 2012, the challenges of Internet governance topped the list of the most topical themes at various industry events. Governments, societies, businesses and technology community are all invited to the dialogue to assess how effective the processes initiated by the Tunis agenda are. The attendees are also welcome to work on propositions to further improve the global IGF. As the new WSIS meeting (WSIS +10) is being planned in 2015, the top industry players have to evaluate the prospects for creating the international Internet governance system that will address today’s challenges in a constantly changing cyberspace.

With businesses globalizing and business models constantly changing on the Internet market, new visions into expanding international cooperation and the global domaining market are always important. The session attendees – domaining experts from Russia and worldwide – will share their views on current market state, speak on new technologies and unusual but effective market practices.
